Since February 2022 Portland has asked residential applicants for something most crews still cannot produce: the net free ventilation rate written on the plans as either 1/150 or 1/300, the calculation showing the required area, and, if 1/300 is claimed, the Class I or II vapor retarder specified on the warm-in-winter side of the ceiling.
Those are not arbitrary numbers. Section R806.2 of the Oregon Residential Specialty Code sets one square foot of net free vent for every 150 square feet of vented space, and allows the halved 1/300 rate only where that vapor retarder exists and 40 to 50 percent of the vent area sits in upper ventilators within three feet of the ridge.
